How did you Calculate FSR 1.23 for zero emissions? The report says there is only 19% exclusions, where is the rest 4% coming from?

x * (1 - 0.19) = 1, so x = 1 / (1 - 0.19), or about 1.23.

Note that the province announced multiplex guidelines yesterday which would allow for considerably more floor space: four units, three storeys, 50% site coverage, 1.5 FSR. Or six units, three storeys, 60% site coverage, 1.8 FSR within 400 metres of frequent transit. The city of Vancouver will need to decide whether to adopt those guidelines. https://morehousing.ca/bc-summary

These FSR's are so restrictive. Also what are the setback and parking requirements for multiplexes? Are they the same as for a Single-family house?

Minimum front setback is 16 feet (4.9 m), minimum side yard width is four feet (1.2 m). It's the same for both a multiplex and a single-detached house - see pages 35 and 38.

There's no minimum parking requirement for a multiplex. See page 7: "Vehicle parking is not required, but can be provided at the rear of the lot." For a single-detached house, it's basically one space per dwelling: see page 5 of this document. https://bylaws.vancouver.ca/parking/sec04.pdf
