Thanks for the housing ladder metaphor. I've tried to explain this point using the language of 'filtering' and how the opposite of filtering is gentrification. But the response I've gotten from 'progressives' is the snide remark that I'm in favour of 'trickle-down housing'.
Glad you liked it! Because of negativity bias, it may be more convincing to talk about how blocking new housing results in trickle-down evictions, as opposed to talking about how building new housing helps.
