The estimates of housing demand are based on age-adjusted headship rates outside BC and Ontario. BC and Ontario have had housing shortages for a long time, so it’s more difficult for younger people to move out on their own and establish their own households.

Thanks for sharing. I must read up more on their method for calculating missing headship - I've been working on this for Ireland for a couple of years, using a few complementary approaches. Perhaps something like 300,000 missing homes currently.
