I suppose it’s worth pointing out that the issue with a binding constraint isn’t necessarily that it binds - that’s what constraints are supposed to do - it’s that seeing evidence that the constraints DO bind is showing us that with the status quo, we ARE CHOOSING to constrain our own supply of housing.

I point out the distinction because it isn’t as if every instance where we see evidence of constraints biting is one where we want to remove the constraint, necessarily.

But of course in Vancouver’s case, yes- we’ve constrained far too much.
